evaluateOperationalAlerts checks cash, fuel, stock, expiry, and settlement variances and creates OperationalAlert rows. Staff work them with transitionOperationalAlert: open, acknowledged, resolved, dismissed. recordOperationalHeartbeat records worker health.

Run npm run worker:alerts on a schedule to evaluate automatically. Thresholds: ALERT_CASH_VARIANCE_THRESHOLD_CENTS, ALERT_FUEL_VARIANCE_THRESHOLD_GALLONS, ALERT_EXPIRY_WINDOW_DAYS.
