recordSafetyIncident then recordSafetyIncidentPrivateDetails for restricted detail, read back with safetyIncidentPrivateDetail. Statuses: reported, investigating, corrective_action, closed. Closing needs verified actions: "All incident corrective actions must be verified before closure".

A failed inspection needs a failed item. Create corrective actions or punch items.
